I'm running into the same issue. Same thing happened last year when Journey and the Uncharted Nathan Drake Collection was a freebie.
If you don't have ps+ currently and still couldn't the games in question then you should contact Sony because that shouldn't be happening.

No, I completely understand where you're coming from. There's conflicting reports. Some people claim that Sony fixed this issue. Then there's other people on the other side of the fence like me who can't claim the game.
I don't see myself getting rid of PS+ any time soon since it's a great deal at $30/$60 a year. I claimed the game on my fiance's account (Non PS+ member), and I have a physical copy of the game. I think there's another issue with PS+. If you "claimed" a game offered through PS+, you can't buy that game when it goes on sale due to licensing. You have to contact Sony and have them remove the PS+ license so you can buy it.

So the fact that you still have ps+ and claimed a game, like R&C, you will not be able to buy this free version until your ps+ sub expires. Good call! I sped through that before I went to work. That makes sense. I just wish Sony went through the games they gave away for free or via PS+. I could make a separate account, but that's tedious.
Who knows? I'll keep subscribing to PS+ as long as I have a Sony console. The "free" games are worth it. I saved so much money by being a patient gamer.
of course, I put it on offerup and FB marketplace. i sold horizon zero dawn when it went free and same with tomb raider lol like I'm okay losing on the physical copies. not like id play them ever again.
