Samsung sending watch without band and then giving 40$ for buying low quality band .

This morning when I checked my order status again both are canceled by Samsung without receive any e-mail. Though these bands are free as part of watch package but Samsung can't just canceled without notified. Does anyone have same issue?
-- I placed another order 41mm Mystic Bronze (Bluetooth) on Mar 5 and was delayed (from Mar 13 to 23 to Apr 13) and this morning receive another e-mail for another 30 days delay include the watch and all bands....
I followed the limited directions in the return checklist, including verification the device isn't 'blacklisted' (in my kind that meant not stolen). This situation falls under my device is blacklisted
I was given 2 choices, free return to me or let them recycle it. No other choice to resolve.

Will you factory reset your device before you ship it?
You must factory reset to remove all personal data from your device.
Is your device free of cracks?
The screen and camera lenses, if applicable, must be free of cracks and function normally.
Ensure the device is not blacklisted.
BUT WE IDENTIFIED:
You did not disable your personal security locks, including the Factory Reset Protection or Activation Lock.

Device must start on home screen applies to phones and not watches. Still not clear why your trade in was rejected

Thanks. Please report here what you find. I was looking for the same info. Most threads on watch3 didn't have this info. In one of the threads, someone mentioned that their watch started up on Let's Go screen and it was accepted. I just shipped my watch S3 SM-R775V that starts at Let's Go screen. I will report back what happens. Thx
