Cloud Cap does not need a storm flap. The zipper is well sealed.
The Rainfoil's zipper does not seal, hence the need for a storm flap.
The Cloud Cap holds greatly in a downpour or a long duration in medium rainfall. It emphasizes water repellency over breathability, hence the pit zips.
The Rainfoil's material is more breathable and it's mesh lining is more comfortable against skin if wearing short sleeves.
The Rainfoil does great in a light rainfall and short bursts. Have not tried it for extended heavy rainfall.
Both pack down and store in it's own pockets.

Since both pack down.... Which would be better when getting caught in a Florida summer rain shower while long-distance bike riding? ConfusedConfused

The EB floor rep that sold them to me was from FL. The Rainfoil was his preference by far. The Cloud Cap on bare skin feels clammy and can downright sweaty if it's warm. It's more of a cool weather waterproof layer intended for use on a base or mid layer.
Rain foil is great on bare arms in humid weather. The mesh keeps the sweat away from the outer membrane. The outer material in itself is more breathable.
EDIT
Did not see bike riding.
I would look at Pearl Izumi or Specialized. These pack down well, but not jersey pocket small. Plus you want something even more breathable.

Ended up returning the jacket because it's too big. Got unexpectedly slapped with a return shipping fee of $7 that's not listed anywhere on their website.

Never buying from them again.
