I was looking at CCC "all time".....which fluctuates between the prices i mentioned. Looking at the last year or less, its been this price.

No you are right. I have only ever seen these for $21. Includes Home Depot and amazon. $21 is the normal price and it's not a deal. If amazon truly fluctuates, then buy them for the everyday price from Home Depot and get 90+ day returns.

The design of these looks pretty conventional, i.e. two halves with one pivot point, with typically shaped handles.

Is there an "International Pliers Testing Institute" (IPTI) that verifies this kind of stuff?

I know it's Knipex (and therefore beyond question with lots of folk here). But as a fan of physics, I'm just curious...

According to Caml the price has been $21.90 for the past year, but before that it did fluctuate higher.

I believe the diameter of the pivot is smaller so it can be moved closer to the cutting jaws.

I just looked at the price history and it has literally been exactly $21.90 almost every single day for the past year on Amazon

This is not a slickdeal, it is yet another regular priced Amazon item posted here, just like happens constantly for the past ~6 months on this site. I don't know what's up with it.
