Thanks. Dell has unbranded video cards so wasn't sure if HP did the same. Sorry don't know if branded/unbranded is the right term for that.

I own both cards for mining. My friends have both cards as well. The 3070 is slightly faster for gaming, but not much more. If you had opportunity to get each card at retail, IMO the 3060ti is better priced but for resale 3070 costs practically the same, if not cheaper in a lot of cases.
As a miner, both cards are identical. I have both cards on my rig and they both produce anywhere between 59-62 MH/s. I will say that the 3070 is a little bit more stable over 60 MH/s but we're talking peanuts of a difference.

The don't make the cards, but it is an Omen "branded" card with two fans and an Omen backplate. You were fine in how you worded it, It's def not an EVGA or MSI card, something like that. I have a 3070 in a similar 30L and it runs fine, a little warm for me (87C hotspot) as the case airflow is not ideal.

Do you know if there is any additional promo or discount we can get from Best Buys?
Just be wary on the locked/limited bios on HP you'd be limited by RAM speed since afaik HP doesn't allow customization. Perhaps this could be overridden by Ryzen master.

Did you build it or was it a pre-built? The problem with building your own right now is finding a standalone graphics card. My son is his gaming rig built since December But we still have not been able to secure a graphics card.
