I feel kind of bad, but I usually make them refund and keep the bag at pickup. Especially since they try and charge 10c for a crappy paper bag, not even a one considered reusable.

its not about 20c, its the principle of it
manager said they are required to charge it due to covid and I just rolled my eyes @ her

They are required to charge the fee IF you take the bag. I've had them refund it plenty of times and they can keep the bag (at least at my CA stores)

I get that it's supposed to be "free" but surprised so many people are complaining about paying up to 10 cents per card for the bag fee.
I usually buy cards at Dollar Tree for 50 cents and consider that to be a good deal.
Here you are getting a better quality card and even though it's not technically free you're getting a great deal assuming you were already planning to purchase a Father's Day card.

Is it really surprising people get annoyed when a merchant forces them to pay for something they didn't ask for, don't want, and didn't order?

did you change it to allow substitutions? by default it doesn't. Maybe they'll give you different cards.
