is $599 before or after tax? For example, if I buy a $587.99 desktop from Dell, will it meet the $599 requirement? After tax, it's over $599... but I dont' want to find out later that there's some fineprint that says "before sales tax"....

Since the offer is from AMEX, they have no (real) way of determining what is tax, and what isn't. Thus, it's based on total charge including all taxes/fees.

Capital One Walmart MasterCard had a similar targeted promotion last year.(January 2020)
Had to spend $499 or more on the card on electronics at Walmart(online or in-store). I bought a TV for $459. I figure it would qualify, since the final total after tax was over $500. Nope... waited 2 months and got no $50 credit. After half a dozen calls back and forth, Capital One told me that they only saw the purchase as $459(which didn't qualify for the $499) However, they ended up giving me the $50 anyway, as a goodwill gesture. (or as a way to stop me from calling them every other day for two weeks)

I double checked with AMEX on the previous offer of $100 off $500, and that is what they told me. I don't think that would have changed by now.
1. I already used this offer and received the $120 off. Can I use the same Dell account with a different AMEX card and get this offer again for another purchase? Or is it limited per dell account?
2. Will this promo apply if I do two separate orders ($500 and $100 in the same month) with the same amex card?
This is so frustrating. I always get these deals, never find anything, then AFTER it expires they start carrying something I want. they have the 2tb 980 pro now for $430. If this deal hadn't gone away I could have gotten that for a big chunk of the required spend amount.
