I bought this last July on the last discount deal for $9.99. It uses the ASM chipset (ASMT1153e) which is better than the JMicron ones for performance and consistency of throughput. Plus you can read S.M.A.R.T. data through it. Of course they could have changed that by now so YMMV.

The included 12V adapter is 2000 mA, therefore is enough to power 5.25" CD/DVD SATA drives as well which I tested in read mode doing audio ripping successfully. You do not need to use the power adapter for 2.5" drives of any size. Only 3.5" or 5.5" optical.
Dead? Not seeing price.

Edit
See code: PD02MST002 not in the summary that SD made.

If you change to USB-boot in the BIOS I wouldn't see why not

Hmm okay. I assumed not, because in the past I had unsuccessfully tried to boot my laptop from a SSD using a USB C to M.2 enclosure

It depends on the laptop. Some hate booting from anything external. Typically though most have a selectable boot menu, you just have to find the specific hotkey to press on boot.

Yes. That would be the exact purpose, especially as the 3.5" SATA are not used anymore. I have been waiting for this to drop below $10. The other brand that often shows up is Unitek

It depends on the OS you're trying to boot. Pretty much anything other than Windows you should be able to boot from an external USB device, like macOS or Linux. Windows however will not boot from an external USB device that shows up as a "removable device" in BIOS.

In for one. This is one of those items you wish you have when you actually need one. My family is starting to all ask for PCs help and this could make life easier at times.

However also note that, that does not have a separate power supply. That newer one will work fine for 2.5" which can work off the power from the device it's connected to over USB

If your aim is to use it with older 3.5" SATA drive, then you will need to power them separately as power from USB is not enough.
