When I first got these, I rubbed catnip over it. That attracted or cats to it, and they have never stopped.

My cat has luved these for over 10yrs but at first she would not touch it , till I used a bit of catnip . Rub or spray catnip on it and that should work (may take a few days , but the cats should show interest in it after awhile).
