Looks like August is the month that brings membership promotion offer from Costco. New members can sign in for a new account by paying $60 for Gold Star membership, and $120 for Executive membership. Promo shop card of $40 will be mailed around a month from sign-up, and $40 off $250+ code will be sent via an email.

Perhaps, your membership need to have expired 18+ months, in order to be considered as a new member. The promotion appears to have started yesterday, and is valid till 22nd of this month

Edit: just noticed these terms at the bottom which you don't know are there unless you scroll because there is no asterisk or anything to tell you there are special terms.
It mentions a promo code and that you have to use a visa both of which I didn't so no idea if I got the promo or not. I did not get a 1 penny reduction in price.

They've denied me in the past for being a member 10 years before. Depends on who you get I guess.
