I don't believe your Email address can be used as a new member ever. After they have your email address.

I used a different email during a previous deal through Groupon and it worked for me. I was treated as a "new member" even though I was actually an existing member under a different account number. This was five months ago.

My membership expired 7/31/21, is there a way I can still get this. Or do I have to sign up with new email?

You must make a new account.
You must use a new email address to sign up.
You can not renew an account.

Tips:
If you are using a GMail account.

Type in your Email address +anything @gmail.com. This will allow you to get new account but, still receive email at your same address.
( Example : MyEmail+1@gmail.com or MyEmail+123@gamil.com or Myemail+bjs1@gmail.com,.....)

Also what I do is rotate whos name you put it under. Like I do the membership this year and my wife does it next year . then back to me.
Also the membership include one free person on the account. So, we never really lose access to the entry. if it is only 2 people.

I would only sign up since it's the closest to me among Costco and Sams for cheaper Premium Gas. Does anyone know if the rewards can be used to purchase gas?

As far as I know, you cannot. I have never seen an option on the pump to apply an award.
