Usually the walmart, walgreens etc… fragrance does't smess exactly same and doesn't last compared to Macys, Nordstrom, Dillrds version.

Exactly. And why do you think they eventually needed to separate their perfume lines in line with genders?
And yes they do have Oud for men and women separately now, at least in UAE and Qatar that I know of. It's the need of the day. You can call it marketing BS which it very well could be to some extent, but it's more product evolution.
