This is for leaving in your car for those days where you blow a flat in the rain, and don't want to get soaked or mess up your real jacket when you go to change the tire.
This is for bringing to an outdoor concert or tailgate in the summer where you sure as hell don't want to be carrying around a real jacket all day in case it might rain, but want something so you don't end up miserable in a sunshower.
This is not for going out for a run. This is not for keeping you dry while you wait for the valet to bring your car around. This is not for making a good first impression on date.
It's lightweight. It's designed with a hood, zipper, and sleeves that meet the bare minimum definition of the word "jacket".
It's $12.
Buy or ignore accordingly.

Walmart has Khaki for a few bucks more, but not in 2XL.
Also, check out the Series Comparison chart shown on Amazon. Every feature compared (except for the row marked Youth Sizes) is exactly the same. Sort of pointless to even make a chart. LOL.

Bought one of their rain suits and had a tear in it the first day, by the end of the week it was in tatters and had to be thrown away, I was gentle on the suit

Also for context, you should really only use these for backpacking.
They are dummy light and compress small, but they tear very easily and aren't breathable

Barely suitable for backpacking, had one i bought at dicks in my pack. After 7 miles of hiking, the bag it came in (same material as jacket) had holes in it. That being said, I may pick up a couple suits to leave on my boat for bad weather. They are better than $1 store ponchos. $17 is a fair price for a backup.
