But this is a great price. This CPU is powerful enough for basic things. I have it on a Chromebook I am writing this on it is quite fast. No problems at all.

Chromebook and PC are quite a bit different. This computer will get by just fine for the average person but when other sales on laptops pop up with the 4 core version for the same price, this doesn't make a lot of sense.
From my little bit of knowledge, I was told minimum I'd want is 8gb but pref 16?
You definitely want 16GB. If you find a decent laptop that you like that only has 8GB, make sure it can be upgraded. Some laptops have soldered RAM that can't be upgraded. If it can be upgraded, DDR4 laptop RAM is cheap and really easy to install.

I'd recommend the $350 Costco HP i3 deal (quad core) or this AMD Ryzen 3 one at Walmart for $280 https://www.walmart.com/ip/270583648

It's the standard 45% NTSC 250 nits that HP uses for this FHD laptop range
The Walmart is only 4gb - not sure I'd recommend that.
