That just means you can't draw more than 15 amps of power from all of the outlets, like a 15 amp breaker in your house. It does not protect you from surges
Please understand that at any point if there is a current draw of over 15 amps the circuit beaker will trip and the unit shuts off, a surge would be any draw over 15 amps no matter how brief.
Following those expectations, none of us need surge protectors. Our circuit breaker will protect us!

It does not have surge protection. Surge protection and circuit breakers are different technologies with different purposes. All houses have circuit breakers or fuses and by your logic, no one would ever need a surge protector.
