No it's not, BB is offering the discount and it's unlocked after 40d, if paid in full not on eip price is $399 for both

what does activation but no new line mean for these bestbuy deals. My parents are on the cheapest plan they have which gives you like 3GB of internet, tmobile connect. can they activate this

Man I think you have trouble reading. Just scroll down and you can see one time payment of $399.99 with activation today. There are no bill credits.

So, is there a way to buy an unlocked phone using this deal? I don't want to end up with a contract, or using it on T-mobile, so is there a way to achieve this, or is this really just for T-mobile users only?

Don't speak if you don't have knowledge. When you pay if off completely, it is not a Bill Credit.
