As far as I'm aware, hardware transcoding for Plex isn't supported on AMD APU's, and it more than likely never will because they're pretty poor at it. It's not officially supported on AMD GPUs, either, though some have gotten it working. Honestly, you're best bet is to get an Intel CPU or an Nvidia Quadro card. It's basically the one thing Intel is way ahead of AMD on. They're better with transcoding than your 6600XT. Also, all Nvidia GPUs, except the quadro cards, are driver limited to 3 simultaneous transcodes, which is why Quadros are so popular for Plex.
Its possible, but you'd need multiple clients all running relatively old hardware and all watching downconverted 4k content at the same time. You can still transcode with CPU power if you must, if you have one or two cheap clients who insist.
Have your clients invest (a whole $50 or less) in a newer roku /fire stick/ appletv/ whatever. Just direct stream...everybody wins.
A 5700G is overkill for a Plex server/player scenario. Get a 5600G for $150. That'll be overkill too, but you'll have more money left in your pocket.
