I have two small groupings on my shelf that are constant reminder of the importance of putting value above all else when it comes to buying cologne. One is a group of 3 or 4 high-end fragrances that I cannot stand to wear, including one Tom Ford. The other grouping is fragrances I love to wear that I bought for pretty much shipping. There's about a dozen items in that bunch.
google shows a versace our homme oud noir -- is that the one you are referring to? but it's $150 at macys, so not really much cheaper.

Among the ones I like that cost very little are Liz Claiborne Men (a comment in one review I read sums it up best, "smells like an expensive hotel soap"), Myurgia Yacht Man Red (comes in a red bottle and basically smells, well, red - cardamom dominant), Lomani pour Homme (not dissimilar to Drakkar Noir) and Bogart One Man Show. Lomani and Bogart are brand names to remember. Both offer excellent value all down the line.
Don't overlook "celebrity" fragrances either. They're inexpensive (usually) and you really cannot go wrong with them (the exception being Gene Simmons Kiss Him - trust me). Celebrities' names are their brands and they're not going to screw that up over some laughably bad or outrageous fragrance. Paris Hilton Just Me is a low-cost favorite of mine.
I may not win any friends with this, but for under $50 you can get yourself a100ml bottle of both Trump Success (Summer and Fall) and a bottle of Trump Empire (Winter and Spring) and that would be all you would really need for a year or two if you're a "signature" scent kind of person who likes to wear the same thing all the time. Success compares to Bond No. 9 Wall Street at $200 and up, and Empire reminisces of YSL and Dior.
If you like those rich, warm, spicy fragrances, including ouds like the TF in this thread, check out Swiss Arabian as well. Some of their fragrances have jumped in price over the past couple of years but there is still value here. It's all niche quality. If you like leather, for example, Attar Al Ghutra for $90 at Amazon seems pricey but it's a hell of a lot less expensive than TF Tuscan Leather and it's not like anyone is going to call you out on it. My favorite Swiss Arabian is Oud Abyad - literally smoke in a bottle, perfect for a night at the casino.
I'm not saying that I have one, but if I HAD to pick a single "favorite," it would be Baldessarini. Just the plain "Baldessarini" in the clear bottle (there are a bunch of varieties). It's sometimes referred to as Hugo Boss Baldessarini but it's now made by Maurer and Wirtz. Don't worry about who made it; there's no difference. I could wear this every day forever and never tire of it, and you can pick it up at discounters for as little as $30 for the 2.5 oz. Tom Ford for Men is a clone of Baldessarini, though most people think it's the other way around.
I generally prefer these more expensive ones, but there are definitely some good cheap ones to be found. David Beckham's cologne smells really good. It's usually around $13 on Amazon.

Here's a couple hints while you're reading. The fragrance being sold in this Costco deal (Tom Ford Oud Wood - Eau-de-Parfum) is an "Eau De Parfum" as the bottle says. Tom Ford does not make a "Perfume" version of this fragrance. You probably have a better chance of seeing a white unicorn than seeing a "Perfume" concentrated fragrance at any retail store. Almost no fragrance house sells that concentration at retail stores, or even produces a fragrance at that concentration level. Now take this wisdom with you when buying fragrances.
I really like it, but it's not for everyone! It's a strong, bitter orange smell that some feel is"old man" smelling like a lot of the vintage stuff (Aramis, Drakkar Noir, etc..)
I really like the older stuff from the 90s and really liked TD, even though I'm not an old man!
It projects pretty loud and people seem to like it for the most part. It's just so far apart from most modern fragrances that it stands out a lot (to some that's good, to others it's bad!)

I like the Terre DHermes, but 70-100 for 100ml is more than I normally spend on things like that. However, I can't find a cheap knock-off to even decide if the knock-off is any good.

"dirty" orange at first, but the dry down is amazing, especially the scent trail it leaves behind.
Basically you buy this $72 set and you get a voucher to get a full sized fragrance to purchase in store or order online. Ombre Leather EDP 1.7 (~$150 retail) is one of the options, and honestly one of the cheapest ways to get an authentic bottle.
