Even the 1st Gen ATV 4K (2019?) is blazing fast in my opinion. I have both 1st and 2nd gen versions and I have no problems with the interface or rendering video quality when initiating playback.

The newer ones are just more future proof. They likely use less electricity, too, but I doubt it's significant. I also own each of the 4K products and they're both terrific. In some ways, I even prefer the older remote 😂

No, they just announced a new model that includes an A15 chip, USB c charging port on the remote, and minor feature upgrades (HDR10+, I believe). The new base model doesn't include an Ethernet port and these older models do, if that matters.
New version coming out in a few weeks with an upgraded processor. For most people the new version is probably the better option (or waiting for prices of these to drop further).
But it you need Ethernet or threading, your only option for the new version is the 128 gig (at $150), whereas both of these last gen have those features

If you need Ethernet the 32 GB 4K 2021 is $50 cheaper than the only 2022 version with Ethernet (128 GB/$150). The $130/64 GB, 4K 2022 doesn't have Ethernet.
Also keep in mind that storage is basically pointless on Apple TV, you cannot use it for your own content, games only (and gaming ain't it, buy a real console). You are getting a slightly older CPU but still overpowered for what it does, and Lightning instead of USB-C remote charging however it comes with a charging cable unlike the 2022.
HDR10+ is restricted to the 2022 but Dolby Vision/HDR10 has much wider support. HDR10+ is essentially the non-proprietary Dolby Vision.

I think the A15 upgrade the storage bump are worth the money for future proof. However, I think some people may not need these and a little bit savings of $30 is good for them.

I thought i would never fill up my Apple TV. I had two 32GB models that ran out of space by just installing streaming apps, it was 35+ apps of different channels plus the usual (Netflix, Disney, HBO Max, etc.). Had less than 2GB left which seemed to be causing issues with loading streams. The apps are small but I think the cache and data was using up the drive space. Had to upgrade both to the 64GB model.
Apart from HDR+ and storage, are there any other benefits to the 2022 model? I see Matterd support, will that be backported to the 2021 Ethernet models?

You need to compare this with Roku ultra. The basic Roku stick and fire stick don't support the dolby vision and dolby atmos audio.
The only reason why I like apple tv is it provides a good user interface for all the apps in a consistent way and apple ecosystem integration
