PlayStation Plus will have a discount of 25% off on any of the three PlayStation Plus 12 month membership plans starting (12AM local time) 11/18/2022 as part of their black Friday sale.

It clearly said that it ends 11/28. Not sure why so many people were thinking 11/29 when Sony never posted that date.

Maybe so, but it said in this post and right now still states 11/29. That's how I got confused.

The Extra subscription tier includes the Games Catalog games which you can download for free to play as long as your Extra (or higher) subcription is active.

It's expired. I also did chat and they said the promotion expired 11/28. Should show automatically when trying to sign up for one of the tiers.
