I was thinking about using it with my 2017 shield TV. Basically looking for the fastest storage knowing that the USB 3.0 ports will be the bottleneck... Any advice?

Agreed, it's 2022 and going into 2023... These should be banned and discontinued
USB C is pretty much a POS interface too IMO.
It's wears out, has no real attachment strength, and ultimately will lead to more port failures.
I got my first USB C computer over 6 years ago and had to have the C port replaced in the first two years. Attachments would always "fall out".
I've had several USB C phones and the ports wear out and the charging cable gets "slippery*. Check phone repairs for verification.
USB C is a solution to one problem (with A, inserting a cable was always the wrong way), while causing a new set of multiple problems. We're stuck with it now though....

I don't know how you got so much bad luck with USB C but it's has been working perfectly fine for me. They haven't worn out, gotten slippery, or had port failures.
And to clarify because it seems that some people assume this, I'm perfectly fine to keep USB A as long as possible since so many PCs still use it.... I just want anything microUSB related banned and discontinued and ONLY that, and specifically that stupid microUSB 3.0 plug and port. It might as well as be some stupid proprietary external HDD / SSH port since you never see it on smartphones (aside the Samsung S5) or any other devices.

More than likely there is not a suitable interface you can connect, or attach, to anything else.
