If they just want to collect: Get a set that has some kind of special holo cards and a bunch of booster backs.
I think the Elite Trainer boxes might be something to get them once they get into it a bit and start making their own decks.

There is no best deal. It depends on what they're into. But usually booster packs are 4 and these seem ~3each depending on the product. Elite boxes contain items to play the game and card protectors. There's also pre made battle decks which they can use to play right away. If they just want to collect the cards, there's different sets and each set contain different art/certain cards pulled at random. Each set has a different name. Elite boxes contain packs only of their name mostly. And other products may have a mixture. Some contain promotional cards only obtainable by getting that product.

Best bet is to make sure you erase all payment info. I did that yesterday.
Possibly the UPC would be the best bet. Because it contains promo alt arts that will definitely make it a great start IMO. Other than that it contains a playmat, coins, sleeves and also a nice drawer system to store cards.

If they want to play: Your best bet for totally new beginners would be something like the Pokémon Battle Academy set. It has 3 premade decks, accessories, and directions for about $20.
