Really depends on what you desire. They have some good hand tools. I've bought some good heavy duty tarps from them much cheaper than the big box stores. The US General tool boxes seem to be much higher quality then the typical Husky and Craftsman. Folks really love them. They sell a lot of smaller type items cheaper than the big box stores as well.
Do the mental math and decide if a given tool's lower price is worth the high likelihood of it breaking. I need an angle grinder once every 2 years so their $15 makes a lot of sense, even if I only get a couple of uses out of it.

You also need to do the same mental math on the tradeoff between price and risk to your life with stuff like jack stands. In general if a tool's failure puts you at risk of losing life or limb, you don't want to but that tool at Harbor Freight.
I wouldn't buy power tools, but all the hand tools I've purchased have lasted me for years. This includes clamps, wheels, a hand truck, tape measures, and tarps. I'm sure there are a few other items too that aren't coming to mind.

I have never ordered from them, is this basically like a Payless version for tools compared to home depot and Lowe's? A lot of stuff seems pretty discounted but from no name brands

Yeah buddy. Sometimes hft tools are only good for 1 job, and sometimes they don't work new out of the box. Sometimes the are good for a few jobs. Good for temporary. Tools for inexpensive diyers. Just don't get your hopes up and you will never be disappointed.

There are lots and lots of very nice handtools and sockets at hf. The Garage Journal has a big hf thread going on many years highlighting the finds there as well as the things to avoid. Just buy the gems. Lots of things too can be improved sometimes with a small tweek.

check around on the net, plenty of advice and videos concerning what to buy at the freight. most of what i buy is good enuf; power tools i tend to go mostly name brand.

definitely if you use a few different wheels for short times and don't like switching discs like 10 times a day.

seen a lot of reviews lately where I was very surprised against some big names. some categories they were obliterated in though.

First time im not sure how the deal works. So lets say the tool box on first page is 599 msrp and they have 20$ off which makes 579$+tax so in store i will get 30-40% top of that price?

I could be wrong but I think the tool box is part of the "Giant Liquidation Sale" rather than a clearance item. I saw that at first as well and was ready to pull the trigger.

IMO the easiest thing to do is go into the store and look for stuff with a purple price tag, which indicates clearance. You'll automatically get 30% off that price during the clearance sale.
