I didn't see that it had 12 point sockets. That's a definite downside. I was only basing my 40 bits comment on the picture above seeing that it had 4 of the bit holders.
Regardless, 17mm and up aside, I still think it would be decent as an emergency set. Hopefully anything a person would need in an emergency would be for smaller/simpler stuff.

As above poster stated, most aren't doing any maintenance / service on the side of the road.
This set is pretty cheap and I would pay $1 per socket, as that's what I used to pay for deals from Sears for Craftsman sets. Individual sockets are expensive, especially when you go higher in size.
Couple of reasons. On some cars, there actually are 12pt bolts/nuts that a 6pt won't fit on.
On 6pt bolts/nuts, a 6pt socket can take more torque with less chance of it rounding off. But, sometimes, in tight quarters, its difficult to get a 6pt socket onto a nut or bolt and have clearance with the ratchet handle. Picture a clock face. With a 6pt the ratchet handle would be at 2, 4, 6, 8, 10 or 12. Throw a 12pt socket on and the handle could be at 1,2,3, etc.
