If it's free (even if it had a price before) on Google Play, it only shows up as an 'Install' button, but you have to install it once to 'claim' it/keep it forever. That information is incorrect. I installed and immediately canceled the install and I still show the app in my Google Play app library. Nothing is ever refunded and removed from your library unless you press the refund button on a purchase when available.

Used to be you could click install & abort it right away just to claim it. You're saying that's changed, and now it must remain installed for a half hour?

For iOS you see a "get" button if you've never "purchased" it before. If it is in your previous purchases, you see a cloud with a download arrow to reinstall. I recall folks saying start the install then immediately cancel it no longer keeps it in your purchases items. I've found this to be true for free things at least. Just let it download then delete it.

Yeah, it's been free a couple of times in the past. Feb 2022 and July 2019 are ones that I have posted in past.
