Can't say much about the deal, but lots of areas/states/municipalities require grass clippings, leaves, & brush to be put in paper bags like these for pickup. Paper degrades naturally, plastic not so much.

They are double bagged usually. I've used these for years with no issues. Township won't take it in any other bag.

I use these. A couple of tips:
Make sure they consider it a 5 pack, and don't try to make you pay 5x the amount.
Always put something dry in the bottom, ideally broken up sticks. Grass that goes straight in will sometimes soak the bottom as it decays and cause the bag to break. Sticks in particular will allow a little air flow in the bottom. Of course if the sticks are too big they'll poke through on their own.
I leave them under an overhang in case it rains. Sometimes they fall over and get wet. It seems to come back to full strength when it dries, as long as the stuff inside doesn't get wet and continuously soak the bag from within.

These do OK, but they are crap compared to the ones I get from Ace. Both are 2-ply, but for whatever reason, they are made differently and the Ace bags are way stronger. Madcow is right....regardless of where you get your bags, wet grass and weeds will cause the bottom to rot out. I usually rotate them/lay them on their sides when I put anything wet in there and then try to get rid of them pretty quickly

FYI, Costco usually has a 30 pack for $15. Just got a pack last week.

not sure if they're available online, but they're available in store and I think are seasonal. I find they disappear towards the end of fall and come back in the spring.

These are much better quality than the Walmart ones (have W+ and made the mistake of buying those once). If I think it will rain I double bag them because they will rip. If one bag rips then they leave the other bags so I avoid that at all costs! Very useful for fall here we can put up to 10 bags out plus the compost cart

That's the whole point. I get my yard waste picked up every other Wednesday. The bags need to last long enough to get dropped off at the yard waste section of the landfilll - who cares if the bags disintegrate after that - it is going to essentially mulch. I've seen bags get completely soaked, etc over time, and they do hold up well. My only beef is how much these have gone up in price, like everything else.
