IHG points and Hilton points: I view this as a 10% discount, not enough to risk anything, including devaluation. But, I've had Hilton not charge a resort fee when using points, now it can become a 20% discount, depending on where you stay. Do you research well, per hotel, do the math.
Marriott GC: Since I usually pay with my regular CC, this deal is worth it for me, 20% discount, and I stay at Marriott anyway. I'll get $1000 worth. If you normally use the Marriott CC, then you get a little less points for your stay.

If there is additional tax it will show, but booking with points should include the tax. (depends on location/hotel (some countries have a local tax)). Again I'd say book it as long as you can cancel and see what each screen says.
Now, the difference you describe in $ and points looks like a pretty good deal. Assuming this is a standard rewards room (which is good, the lower priced points rooms, not the premium) it is a good deal. Don't know which property you are looking at, but I'd say buy the points and book with points.
$460 seems high for 1 night, also check the government rate (I always book that, they only asked for ID once of my >1000 hilton nights.)

The certificate is valid for a standard room (single or double occupancy) and applies to room and room tax only for a two (2) night weekend stay. You, as the guest, are responsible for all other charges, incidentals and gratuity.
