What you may value is ultimate low price with disregard to better quality. You probably like a "deal" on a 20 pack of terrible Hanes underwear that is made of objectively worse cotton than better underwear. They may last years before they actually get holes, but they are not great from the start. If you have a muscular butt (or a big fat dumptruck), there's not much room for cock n' balls and there is very little tailoring to form a pouch for comfort. For you, these things don't matter, because $1-2 underwear are more important than the other values. That is a totally fine point of view.
For others they either like softer cotton or a hybrid material that wicks sweat. They like tailoring to not constrict their genitals. They realize that while Hanes garbage may last years, they never actually want to reach for them in a drawer next to better underwear, so they stop buying poor quality clothing and wear stuff that improves their day.
Expensive is totally subjective. Kirkland sells full cotton underwear for about $4 a piece that are vastly superior to extreme budget underwear. Reebok has performance pouch wicking underwear at Sam's for a similar price. So, "expensive" underwear doesn't actually have to cost a lot.
There's being frugal and being cheap. Frugality looks for the best value with the consumer's happiness considered; cheapness looks for the lowest price.

As to the quality issue, it's really just preference. Do you like Dunkin coffee or Starbucks?
Better underwear feel better and look better than Hanes. But Hanes is cheaper and adequate for the job. I used to only buy Hanes and fruit of the loom, but as the sales brought the price of better brands lower, I expanded to try everything.
Now my faves are 32 Degrees and even Me Undies. They feel better, and even last longer, and if you're going to be seen in them, you really need to step up.
But if you don't value this, stick with generic and treat them as disposable. I don't know if that's cost effective either...
I've been into Saxx underwear lately.
It's written on your underwear.
