There are MILLIONS of systems out there that can't use the speed of the 980 Pro, and AFAIK it will run a lot hotter than the 970, which matters in laptops.

But they're getting so cheap per TB that even if you buy it now and the price drops, you're not going to "lose" a ton anyways.
