It almost certainly won't. 100W cables should be assumed to be USB2.0 until stated otherwise, for USB-C data connections you'd probably want something with at least the USB 3.1 spec though ideally thunderbolt 3 and above.

Will NOT use this for the Oculus Meta 2 connection. As others have stated, it is too slow.

Yep. There was no logical reason for them to keep lightning ports when all their other devices used USB C. It was simply about money. MFi certification money and more limited cable selections leading to greater sales for Apple branded cables.
