No they can't. You are also not putting ATT SIM in it. BB is just selling you the phone with a phone plan, once you are out of the store they don't care. ATT can flag you but that's unlikely.

If you are being asked passcode for cancelling the account and you don't have one and also you can't set one as the 2 factor phone number is not active going to an ATT store is the best course of action. They can send the code to an email and you can cancel the account there.

I just canceled mine and went to an overseas agent. I called initially and did a call back rather than wait on the phone. Agent wasnt too pushy but I was on hold for a bit. She mentioned having to work with a backoffice team to do the cancellation but confirmed service is cancelled immediately and even offered that there is no activation under BRE (buyers remorse). They also sent a confirm email. Hope this helps.

*By selecting a google number and picking it up at the store there was no activation fee. However, once you cancel the plan you may lose the google number since AT&T ported it out to finalize the deal and when you cancel the plan you lose the number but keep the shiny new N30 phone
I was prompted by AT&T to do a soft credit pull which took two secs to approve.
After I got home around 11p ET I went online to try and cancel the line via chat, but was told I need to cancel with an agent from 8a-9p. So this morning I called and in a few minutes I had a canceled account that goes into effect tonight at midnight without me owing anything for the phone.
