Sorry, not the same. The lopper in that 3 piece kit is the standard bypass design without the power lever pivot point that makes the lopper in the deal easier to use. Note that you do have to open the power lever style wider than the standard style to cut the same size branch.
Appears to be same price @ Target, perhaps w/ free shipping & 5% w/ Red Card.

I have a similar one with extendable handles which allows me to extend the size of the lopper to reach higher branches that works like a champ. I could not find a link for the actual item; below is the link for a warehouse item slightly cheaper.

i too have the extendable handles which allows for greater leverage/torque so it is definitely worth spending more. makes it much easier to cut thicker branches and easier not to mention added reach.

Bought these about a year ago and it really is a game changer when you have more than a few 1"+ branches to cut through. The "power lever" is awesome.

I had this set but returned it for the set with extendable handles. Both are nice, depending on your needs. The issue I had with both sets is that the blade is not as durable expected. After only a handful of cuts on some smallish branches, the blades chipped. It still seems to do an okay job cutting, but I expected it to take more than 5 minutes for the blade to become damaged.

I wouldn't recommend any of them. Take a better look at the PowerGear models (the all-metal ones). It is the best combination of reliability, size and cost.

I wouldn't recommend this one unless you're doing very, very small branches. It's pretty flimsy and doesn't have a bump stop.

I hate this specific one though. It requires you to twist the handles to tighten and they always come loose on me.
I prefer a design with a lockable handle similar to this:
