Autorestock does show $0.21 on the product page but ends up being only $0.33 for me.

Edit: Guess they just changed it it now shows $0.33 on the product page too.

If you paid $0.33, then you must've used autorestock before.
The 40% discount is a one-time offer for the first time you use autorestock. Then autorestock is only like 5% discount. I've read that some people will create a new account every time in order to take advantage of the 40% autorestock discount.
