I believe it's been this price for some time, I bought one 2 or 3 weeks ago in store. Note these are bins in a container, not dividers that are configurable. That makes a difference because if you take 1 bin out to fit something larger, the remaining bins could move around.

These bins consistently go on sale during Nov/Dec (but usually just one version, the shallow or the deep), so not exactly limited time, but this is pretty much the only time they're ever on sale. There are actually grooves in the lid that will hold the bins in place if one is removed, I wouldn't throw them around in that state because the lid could flex and let go, but they do hold up fairly well.

Found out Homey Depot sells a deeper version with yellow rubber lid seal for about $25
The deeper version is great for ammo, since it has a waterproof seal. Don't 4get the Boyscout Ammo Creed: Buys it cheap & stacks it deep.

I ordered 12 of these and quickly filled 8 up. Was considering more, especially with the ability to 3d print custom bins for them but was looking for some of the deep ones at a discount. Was able to find the Craftsman ones at Napa $18 each (only when picked up in store or delivered from store) and was able to get to $125 with the addition of some oil I needed anyways which allowed me to apply a 20% off coupon.

edit: just realized these are not Versastack compatible. They are still cheaper than the other options and I don't need them to stack so I am going to keep them.

This looks to be the DEEP 10 compartment parts bins. You can see the yellow seal in the lid, only the deeps have that IPxx seal.
And thats only one negative small reddit thread. A LOT of other positive threads.
But this post here is for the shallow version, which does not have an IPxx gasket (you can insert your own 6mm rubber seal), and has a lot of good reviews for being a shallow organizer with bins, is stackable with the craftsman version, etc.
I bought 4 of these so far. Just need to find bin inserts now, to make bin division even further.
