I had these weight for 3 weeks, we've washed them twice, let them live outside in the sun and snow, then in the garage. They still smell too bad to live in the house.
Missing bolts are an easy fix and bad shipping can happen with any product from any retailer. I don't think two reviews gives us a good sense of the product. If you click on the other set options, the reviews are good for those.
I don't mind the smell ass much as others might but you are right, you can let them air out and it is not an issue.

The biggest thing you want to keep in mind with these dumbbells is the handles have a chrome finish. Those handles will rust and cause that finish to chip and peel off over time if not cleaned and left in a climate controlled environment. If you just leave these to sit in a non climate controlled garage or space with humidity, you will walk out to find the finish cracking and chipping off with rust buildup.

Otherwise, I have no complaints for home use dumbbells

Reviews of Balance Form dumbbells on Google and Amazon seem decent. Biggest complaint is smell. I will open the package and let it sit in the basement or outside for a day or two.

That will not help.
I had some products like this and kept it out for months, it does not go away easily. Rubber keeps giving out the VOCs no matter what. It's probably the cheapest possible type of rubber compound. It will also rub on surfaces. If you put this on a mat, mat will absorb some smell. I would avoid unless you will store these in garage and work out there or outdoors.

If only the cost of other goods dropped as hard as fitness equipment did post pandemic.

Too bad there isn't a consumer organization site than can coordinate the reversal of demand. Aka, this month we boycott soda. Or a don't buy until cost is $x per ounce like the discussions here about cost of weights per pound.

I have used these for over three years. We workout in our garage in humid Virginia. No problems with smell, chipping or rust. Our garage is not climate controlled. I would not hesitate to buy these if I needed more.

Yeeeeeah, I'mma call BS on that one. I worked in university recreation management for about 10 years and have been in more fitness centers and experienced more equipment expos than I'll be able to remember. Equipment will rust and corrode if not maintained or kept in a climate controlled space. I didn't maintain these like I should have and this is a picture of what they look like after keeping them in my garage gym space in Georgia:

I sweat heavily and didn't clean them which only made it worse. I was more concerned with keeping my other, stationary fitness equipment maintained as I mainly do circuit/HIIT style workouts both in and outside with the equipment.
