You can buy this new for ~$6k and get $1800 back from Feds. The elephant in the room is whether those rebates will disappear in the next 9 months and whether these Chinese products increase in price due to tariffs.
also, paying more for new to get the 30% credit assumes you will have a tax bill that you wish to reduce.
if you don't owe the irs any taxes, i don't believe the govt. is going to just send you a check for 30% of the price you paid.
however, i do believe the credit can be carried forward to some year in the future when you do happen to owe taxes.
i'm not well-versed on the policy, and could be mistaken, but that is my understanding.
