I find the best way to run this deal is to get two sandwiches priced at $7.69. This is so you satisfy the $15 requirement and pay for one of the sandwiches, which will be the same price as the other.
Your other options are to pay a more expensive price $7.99 or pay a higher price for one of the sandwiches if one of them ends up being more pricier than the other. See above post on possible combinations based on prices in my area to compare to prices in your areas.

Double Beef N Cheddar or BBQ Bacon Burger priced at $7.19, so would have to be paired with another sandwich priced at over $7.81 (would have to pay for the one over $7.81).
Half Pound Beef N Cheddar $8.39 (would have to pay for this out of the two you order up to $15)
Half Pound Roast Beef $7.39, could be paired with any sandwich that is priced at around $7.69 (would have to pay for the $7.69 sandwich)
Smokehouse Brisket, Chicken Tenders 5 pc., Crispy Chicken Club Wrap, Crispy Buffalo Chicken Wrap that are priced at $7.99 (would have to pay for one of the $7.99 sandwiches)
Big Cheesy Bacon Burger, Chicken Bacon Swiss, and Corned Beef Reuben priced at $7.69 (would be good to get two of these if you want a BOGO deal, better than any of the $7.99 sandwiches since $0.30 cheaper).

McDonald's does free with purchase items as well during the year, but their minimum is $1.
Arbys had a great deal a few years ago giving away sandwiches but now they are tightening up so much it's not even worth going anymore.
You telling me I'm going to go to what is some fast food place and give them more money for a sandwich than a restaurant? Hard pass!
Looking at what you just posted to me, I would probably go with Chili's.
Consider this though, you are getting TWO sandwiches for the price of one. Arby's deals are not usually paying $15 and then getting a free one. The price of the higher priced item is already counted in the $15.
