I haven't looked super deep into the technical side of this. But I did hear people mention that the malware was in a hidden partition, to survive OS reinstall. So when you re installing the OS, remember to at least delete any and all partitions on the disk. There's a step in the windows installer that allows you to edit partitions.

Many manufacturers have their pre-boot loader lased with instructiuons to download malware or ransom ware from an ip. That is the reason why these are banned in many countries.
Formatting HDD will not help as their firmware is laced with malware.
