This is for the following reasons:
Since the dial inverts the Roman numerals it is to distinguish between 4 and 6 which consist of the same combination of numerals to avoid confusion.
For visual balance. It creates the same amount of characters across the vertical axis by creating 4 characters along the same inverted angle.
