the charlie colored is the brand new version that complies with FMVSS 213a (reference gracobaby.com). There's a new pink one too but target does not carry.
I have a 4Ever DLX from 3 years ago and compared them both. They added side impact bars on the seat and theres a new cushion around the hips for kids up to 40 pounds. I also like the newer fabric better.

If you've already added the 20% off car seat trade-in discount, it's good until 5/24. Unfortunate the $223 price expired, it's still $223 on Amazon, but no extra discounts.
