This has to be a joke but in case you are serious just get an ebike or ebike trike for your wife
Agreed, he can't be serious. But if he is, this surely isn't street legal. It doesn't have headlights, tail lights, brake lights and indicators. In my town, even e-scooters aren't legal on the road. The only thing that would work, as you said would be an e-bike.
