Wow. That's bleak. Nobody should be buying Altis helmets with those VT ratings.
The Specialized Align II is a great budget helmet with a 5-star VT rating.

i'm so glad for VT helmet ratings. are they perfect? no. but a 1 star helmet means someone is selling helmets they have no idea what they are doing.
