The more rolls you buy, the higher the percent off (reduced to as low as $10.99 per roll):

They seem to call this the Black Friday sale. They had a similar sale around this time last year (but not as deeply discounted), and there were no additional perks for the actual weekend of Black Friday itself. Assuming nothing changes, I don't think it would make sense to wait for Nov 28 since once filaments are out of stock, it may take weeks before they are replenished and the sale could be over.

I believe that statement refers to specific (refill) rolls that cost only $19.99 (you need to scroll down on the list to see the $19.99 ones).
As far as I can tell, every type has refills except PLA Silk+.
