I stayed at the Omni Cancun a few times for Spring Break with friends years ago.

Twice in the hotel building and one time we rented a 3 story villa with about 10 people.

Nice hotel, can't complain.

Most college kids stayed over at the Oasis next door (5-10 minutes walking on the beach) where MTV set up camp.

Can you decline any timeshare sales after the tour? If you decline, do do you end up paying anything extra? What's the catch? How bad is the tour?

All it says in the terms is that you must attend a 90 minute tour. It states that there are no other obligations. You must be married and your husband must be over 30.
