Google Offers refund policies

Groupon is a site that has "deals" usually local and in order for them to be valid, they usually require an amount of people to redeem it. (sorta like discounts for large parties at an amusement park). Also, they usually feature deals for places that are local to you. Google Offers is trying to do the same, by offering this $20 for $40 off newegg... they're trying to get noticed and I believe it's working.

Other similar sites exist like Living Social who kinda did this a while back by selling $10 amazon gift cards for $5 to get attention too (I believe Amazon has a vested interest in that site). I also remember a $7 for $15 for ebay that everyone abused (people were buying like thousands worth :p) I believe that was from Groupon.
