Microsoft did say that if a disc was used with a second account, that owner would be given the option to pay a fee and install the game from the disc, which would then mean that the new account would also own the game and could play it without the disc.

Good. The whole 1600 points = $20 is incredibly deceiving to the true cost of content.
After all these years many people have gotten used to the 80 points equals $1, when you buy a 1600 card for $20. I guess it makes it easier for weirder values and it puts it how Sony has it with the ps.
I am really looking forward to the next xbox though. My current 360 is getting old and annoying, so this should be an improvement in every way
MS Points go on sale every other week. Gift cards don't. RIP free money.

There's sales on XBL cards all the time so i don't see why it'd be any different.

You can say basically the Xbox live points aren't backed by any specific currency, or have any value by themselves.
However a Sony PS Gift card has the value of whatever its amount is.
The best example i can think of is the lack of sales on iTunes gift cards or Amazon Gift Cards.
Yes sometimes there's promotions giving you gift cards, or maybe buying a $50 itunes gift card for $40, but its not a common occurance as Xbox Points going ridiculously on sale.
Like when Blockbusters shut down a ton of stores, their liquidation inventory was purchased by microcenter.
Microcenter was selling 4000 pts for $30, 1600 pts for $10.
Employees were able to buy them for $10 bucks and like $4 bucks because the liquidators didn't assign the actual money value to them, just the inventory price they believed it was.
Now take itunes cards or PSN $$ cards, the cards themselves are worthless until scanned to "activate" the code in the system.
So if you liquidate those cards, you basically just throw them out as they have 0 value until $$ is paid to fill the value.
I swear im not explaining this properly...
