DIY height adjustable monitor stand?

How can you put together a stand like the one found on the VG248QE? Are there some things you can get at Home Depot or Lowe's?

where can i buy a pully system or whatever is inside that height adjusting mechanism?

seriously. OP would probably spend more $$ trying to DIY a POC rather than buying one.
