It's not that uncommon to see.
There are retailers who simply won't sell to clients in certain countries, so they block the IP with that message, and spare themselves the inconvenience of taking an order, only to have to later cancel it.
It happens to me from time to time, living here in the Caribbean.

I use FF a fair bit and invariably, over time, it gets more and more messed up, to the point of not opening pages until I hit the X to stop it loading, then reload.
Here is the trick to fix it.
It cannot be fixed by simply installing FF over it.
Save all your bookmarks (JSON files) to your desktop.
1) Uninstall FF.
2) FF (Mozilla) needs to be deleted from "ProgramData, Program Files 86, AppData/User/Local/Mozilla, and AppData/User/Roaming/Mozilla.
3) Reinstall FF, load JSON files to get your bookmarks back and FF will be as good as new.

Sometimes when you get message like this adding or removing the www. at the beginning will resolve it. www is technically a subdomain, and some people don't configure their servers correctly.

I doubt this is the problem here. I'd chalk this one up to tiger direct's awful customer service and support (it probably is location related). Their probably doing you a service by preventing you from buying from them...

Definitely.
I run into stuff like that frequently, living in the Caribbean, even youtube clips, apps, or entire websites. Just getting websites to give me results in English is a PITA. I do speak the other languages, but English is so much more suited for accurate descriptions and/or instructions for computer work.
For the most part, I find that location features serve the advertisers and inconvenience the users.
