No OS included at $249.
The Xenon E3-1225 v3 server equivalent of the i5-3450, but runs on the current 1150 socket.

I have another coupon that would stack on this. Does it violate the rebate if I stack 2 coupons ?

Is this a one time use coupon or something we all could enjoy?

Just one time. Not a big deal thought. I am debating to use it or not. If it is going to violate the rebate, I would not use it at all.

It does have a PCIe x16 3.0

However, you might consider lower profile cards since it is a microATX

I'm getting mixed specs on the T20's HD/bay capacity. Can anyone confirm what the HD space is? I've seen 2x3.5 bays and 2x5.25 bays and have also seen 4x3.5 and 2x2.5-inch drives....

I have a T20 with G3220. It is 4X 3.5 + 2X 2.5 for that one. Guess it should be the same for this.

Would be OK out of the box, even with Visual Studio. Consider adding more RAM if you also SQL Server on it.
