Verizon Fios Setup / Installation / Activation Fee.

I want to set up Verizon Fios at my new place. I called Verizon several times and each time got quoted a different Setup / Installation / Activation Fee. First it was $60 (based on advertising flyer) but the rep changed her tone to $70 before hanging up. Second time it was $80. Then $90 split into 3 payments. Then $100 one time charge. Chat "specialist" stated $120 split into 3 payments. Just now a rep said $80 split into 3 payments. They said this fee is not waive-able, is standard fee all new customers have to pay (regardless if your house if wired for fios or not).
The thing is.... I did not have to pay for this at my other place when I got fios last year.....
Monthly rate is also much higher. The double play 50/50+TV for $50/mo no contract requires $150 installation/setup/activation fee !!!).
Why is the initial fee changes so much? Optimum Online charges only $25 for initial fee (Verizon is not matching anything). OO is what the previous owner used and I'm tempted to follow him but I'm also tempted with FIOS. Fios at my other place does not work so well regardless of how many times their techs came to fix. My neighbors at my new place have FIOS and they like it a lot so I want to see if it is much better than at my other place but the initial fee.......
I'm not very familiar with Verizon structural fees so any help is appreciated. Thanks.
